Maybe: The chief time i can think of my nose being really dry, almost burning, is either after being in a really dry environment for a while, or from using an over the counter nose spray. I'm sure steroid nasal sprays could do the same thing. I wouldn't usually think these symptoms would be seen in a sinus infection, but they might be seen in allergy. Go see an ent, or your regular doctor.
