Likely it: Did not heal optimally. Follow up with a podiatrist or orthopedist. An xray or MRI may be a good idea to figure out residual damage that is likely present.

Many reasons: Often time when we have a broken ankle, even though it has healed correctly, the area heals with scar tissue (true in all parts of the body). You should have therapy to mobilize the scar tissue and get everything moving properly again. Consult your physician or surgeon.
