My finger knucle is hard to bend. i fractured it during football. and had a splint of it for about a month. but its hard to bend it. is this bad?

Not good: A common problem with splinted fingers is to have them splinted too long. This causes them to stiffen. Have your doctor send you to a hand surgeon to make sure everything is ok, then go to a pkysical therapist for rehabilitation.

Finger fracture: The stiffness is probably from not moving it for a month. Talk with your doctor about getting hand therapy.
