Nerve damage: There are small cutaneous nerves that respond to touch in the region you describe. If the nerve is damaged there will be numbness and then dysesthesia as it tries to recover. A small tumor may be growing along the nerve causing these effects. A thorough medical evaluation would be appropriate. A MRI may be appropriate.
