Yes: The intensity of the ultraviolet is much less due to the greater distance through the atmosphere, but ultraviolet damage is cumulative. A sunblocker is a good idea, and if you're outdoors a lot, keep an eye on your skin, and have someone else look where you can't.

Sun: Since the sun is low on the horizon between 8 and 9 am , the amount of uv radiation is not as great as 12 pm for example . Still a good idea to put on sunscreen before leaving the house.
