No: Simple bone contusion do not require surgery. It heals by itself. However contusion of the joint surface can cause cartillage damage which is not visible on x-ray & may require surgery.

Unlikely: A contusion is simply a bruise. In this case it is in the peri-ostial covering of the bone. Though this is painful, and unsightly, it will not need surgery unless there is abnormal bone growth at the site later. If this occurs an orthopedic surgeons can help you with this.
