16-17: Although there are exceptions to the rule. Boys usually reach skeletal maturity (all growth plates closed) at around 16-17 years of age.

Depends on which bon: Epiphyses close at different ages depending on a particular bone and which end of the bone you are referring to; e.g. Distal end of femur closes at a different time than distal end of radius.
