My eyelids are puffy. both of my eyes are not very puffy it is only minor however my blood vessels look kind of irratated , though my eyes do not hurt?

Blepharitis: Your description sounds like blepharitis which is inflammation if the eyelids due to blocked up oil glands. I would try warm compresses with over-the-counter scrubs 2x/day, omega-3 oral supplements. If no improvement, you may need a course of an antibiotic/steroid ointment. You may consider seeing an eye doctor to confirm the diagnosis as well.
