Yes: A child who just became part of a new family can have many issues like adjustment problems, anger, depression etc. It will help to seek out help from a counselor.

Consider options...: The first thing to check is whether the kiddo receives positive attention when they do something well - if not, negative attention seeking may be an alternative, because any attention can feel better than none at all. If they seek negative attention from most everyone they meet, even strangers, it may be a sign of more serious issues requiring counseling.
