Complex issue: Hospital administrators have a number of competing issues - especially keeping the hospital financially solvent. They create an atmosphere which will attract (or fail to attract) superior personnel including doctors and nurses that can improve health. They are sensitive to new developments, public health issues and staff relationships. They in fact can improve health at times.
