Depends: Strangualrion from an assault can result in decreased oxygen to the brain resulting in anoxia & brain damage. Strangulation from sexual activity or to get high, can also result in anoxic brain damage. The high comes from the brain losing its oxygen impacting the frontal lobes leading to a high (similar to what happens in an airplane when the air pressure drops, before people go unconscious).
