Sort of: You can make the larger one smaller by removing excess skin and breast tissue but there will be scars on the side you reduced. Some folks are using fat transfers to enlarge breasts but i think the verdict is still out as to whether they are safe and effective.

Yes: The larger breast can be reduced with liposuction. More controversial is the increase in size of the smaller breast with fat transfer. I recommend a consultation with a board certified plastic surgeon to explore your options.

Breast asymmetry: It really depends on the degree and type of asymmetry, but I have found that fat transfer using stem cells can produce excellent results.
