Yes: Although you have an elevated creatinine, you are ok to take an ace inhibitor. The ace inhibitor will actually protect your kidney from losing protein in the urine. Of course, you will need close follow up with your doctor to avoid a high potassium and/or worsing of your creatinine.

Yes, carefully: Part of the management of chronic kidney disease is blockingthe aldosterone hormone pathway. The hormone increases blood pressure and does other bad stuff that my nephrology colleagues can better elaborate :-) creatinine is a reflection of how well your kidneys are filtering, and although an ace can increase that a little bit, the benefits of blocking the hormone are far greater.
