No: The two have minimal affect upon the other. There are cases where a surgery for the rotator cuff tear (arthroscopy with rotator cuff repair) causes enough swelling in the hand. The swelling can cause "triggering", or stiffness in the index finger. Just a torn rotator cuff can on rare occasions cause the same problem. Other surgeries to the shoulder, elbow, or wrist can do the same.
