Blood blister? Mole?: I cannot provide with a d definitive answer without seeing the lesion but there are many possible lesions that this could be including a blood blister, inflamed mosquito bite, wart, actinic keratosis, melanoma, and many more. If this does not resolve within 2-3 weeks, i would see a dermatologist or internist.
