Vitamin C: Vitamin c does not prevent colds, but it may help them go away once you have them. Echinacea has been shown to decrease the intensity and duration of colds, but only when taken within the first 24-48 hours of illness. It's available in kid friendly forms. Crust in the eyes in a 17 month old is bacterial pink eye most of the time. A pediatrician should look at it.

Viral illness: Your description sounds like a viral upper respiratory tract infection. Otc medication to control symptoms is usually adequate. It should run its course over the next week or so. If symptoms worsen, he needs to see a pediatrician.
