Venous: Probable has to do with veins expanding close to skin from "leaky valves" often time small blood vessels under skin will burst from pressure and pigment from blood will settle into skin. Have it checked out by a physician to make sure there is nothing serious that needs treatment.

Broken veins: It could be broken veins, without a history and examination it is tough to discern what is going on.

Likely : Venous stasis dermatitis. Bruises do not last 2 years under any normal circumstance.
