Bruises: If there has been no trauma to these areas you may be dealing with spontaneous bleeding into the skin caused by bone marrow pathology including amyloidosis, liver disease, vitamin K deficiency or kidney disease. I recommend consulting a hematologist so that appropriate testing will be done.

Multiple new veins: It is difficult to give a diagnosis based on your description. I would recommend seeing either an internist or hematologist for an evaluation and proper blood work. Depending on those results a recommendation can be made.
