Infxn or phlebitis: Anytime when the skin is breached, there is risk of infection. Iv/blood draw procedures puncture the skin hence risk is increased. Also, blood in the vein can clot up and cause phlebitis (vein inflammation). If it is cord-like along the vein, likely is phlebitis. It is more diffused and warm, sore, could be infection. Motrin, warm compresses for phlebitis. Consult doc for possible infxn. Good luck.
