On 1 year old black baby, hard welt on leg with vague shape with fluid filled blister not warm to touch can't tell if itchy or painful?

Lesion, itchyvesical: can warm compress the lesion, use HC 1% Ointment (hydrocortisone) for what appears as a bite reaction. Also, can give Benadryl liquid 12.5 mg /5 cc and give 1/2 tsp = 2.5 ml po q 6 hrs pro itching. If spreads or gets more red, discharge, or fever, see pediatrician in person.
