You don't say now long this has been going on. If under a day or so, warm compresses might be sufficient. If longer, it's likely a developing abscess that needs antibiotic treatment and perhaps surgery to drain it. See a doctor ASAP, e.g. an urgent care center. Do it immediately if you have fever or a red streak extending up the arm from that area. Good luck.

If this has been persistent over 3-4 days, it is imperative to be seen at ER or Urgent Care Center in view of potential infection and risk of spreading cellulitis. Consider that your predilection to drug abuse is a road to innumerable complications and problems, and perhaps at this time seek a drug rehabilitation program ASAP.
