Thin skin: They're not the only ones with dark circles! dark circles result from thin skin of the eyelids. The darker tissues underneath are showing through. There is no good treatment for dark circles. Important to differentiate these from puffy bags.... These are fat bulges. Getting enough sleep and water help those; and severe cases can be helped with lid surgery.
