Is it necessary for a two year old to get her teeth repaired if her teeth are starting to decay?

Yes: Premature loss of baby teeth can cause problems with crowding of permanent teeth. Also if the teeth are left to decay long enough, the child could develop abscesses which could lead to other problems.

Very: This will prevent her from having pain. The baby teeth are very important in maintaining space for the permanent teeth. Some of those teeth will be present until she is around 12.
