Ask for replacement: It's unfortunate but a common occurrence usually due to sleep deprivation, large pt. Volume, or (hopefully not) simple indifference. My apologies for my colleague but you are entitled to ask the resident if you may ask a question, ask him to let you know when you can talk, or let him/her know that you feel ignored. Common courtesy should prevail & at worst, if not better, ask for their attending.

Stop talking: The resident will have to look at you if you just stop talking. And sometimes that's what it takes. Then ask if you could please have his undivided attention because what you're saying is important. He is not really listening in a heartfelt way if he is looking at records while you talk. He needs to look you in the eyes to be present and attentive to what you are saying. Be brave! call him out!
