Yes: Birth marks can be red and so can a vascular nevus.

Yes: Nevi/moles can be many colors, including red. So, yes, there is such a thing as a red nevus. A nevus that was another color before but that turned red should be looked at by a doctor, preferably a dermatologist, as this may be undergoing cancerous change. Some red nevi are not nevi at all but are angiomas, or small malformations of blood vessels.
