Yes: You are never too young to need a filling. If the tooth has decay, the longer you wait, the more problems you can have.

If needed, yes!: Some primary teeth will be retained until 10-11 years of age. Some are important in maintaining space so the permanent teeth will have too to grow.

Yes if needed: If she needs a filling (possibly a stainless steal crown if its large) then I would get it done. It will not heal itself.
