What will happen if testes have to be removed very early in development for a medical issue?

I assume you: Mean both testes. The child is genetically male, but will not undergo normal puberty. He can be brought to pubertal growth and secondary sexual charactreistics with hormones, but will not procreate. Gender identification may be an issue.
