No but ...: Fish oils do not contain testosterone but there are a few studies showing that fish oils can decrease sex hormone binding globulin (a molecule that binds to testosterone), thereby increasing the amount of free testosterone (the active form of testosterone) available to use.

For non prescription products, again, they should not contain testosterone, and there are many good non prescription fish oil products. Any claiming to have testosterone in them would be a concern.
