It depends: The main issue is how old is the brain injury - acute injuries are likely to be aggravated by flight as most planes require pressurization in the cabin which affects oxygen levels needed for healing. Chronic injuries are different. Also what kind of plane, what kind of injury. And i assume you mean as a passenger as flight regulations are very strict about pilot's health!
