A few thoughts...: An 8 month old baby is exploring his world, so he gets plenty of germs anyway (so water need not be distilled, but just of drinking quality). Secondly, babies are designed to drink breastmilk whenever they are thirsty or hungry, so water is not needed (formula is ok). A few ounces of water a day is fine to give, but breastmilk or formula is more nutritious.
