Possibly: Gonorrhea can unfortunately also be in the throat if your partner also performed oral sex as well on you. He might want to have throat cultured to be sure but he should definitely be treated as well.

Probably not: The large majority of oral gonorreha is entirely asymptomatic. It's more likely his sore throat is due to something else, like a cold etc. Also, gonorrhea is very rarely transmitted to the mouth/throat by either kissing or oral sex sex. Of course he should be treated regardless of what symptoms he has, but the sore throat probably has nothing to do with this.

Contact precaution: Agree with Dr. C. Gonococcal pharyngitis can and does happen as does arthritis. You should take contact precautions so that you do not catch whatever is causing his sore throat.
