Have an exam: Pea-sized lumps in both breasts are very unlikely to be cancer. This could be fibrocystic breast disease (benign cysts that come and go), or you may be feeling lobules of normal breast tissue, which are lumpy. Your health provider should do a thorough breast exam, feeling the lumps. And get to know your lumps! if one changes or grows, it's a sign to get checked!

See a doctor: You may be describing fibrocystic breast nodules that may more often be located in the upper outer breast areas, and may be slightly tender or larger with the menstrual cycle. The only way to tell further is to see your doctor for a physical examination.
