Possibly: Herpes usually hurt/itch and look like a small bubble. Other possible infections include: genital warts, molluscum contagiosum, hiv(viral), balanitis(yeast), tinea cruxis(fungal), syphilis(bacterial). The bumps could be an allergic reaction or a normal finding, pearly penile papules. Get examined and be tested for STDs asap. Urine, blood, saliva, skin scraping samples are used, not penile swabs.
