Could be: Not sure what you mean by start of penis. Can you describe further? Are they blisters with a ring of redness around it? Are they painful? Have you had unprotected sex? If so, contact that person to ask if they have an STD. Sounds like Herpes. You need to be checked for that and all other STD including HIV, gonorrhea and chlamydia.
