Depends : The type of surgery, your general health status, the length of the planned procedure all determine the choice of anesthesia.

Ask your surgeon: This is usually due to surgeon request. I am assuming that this was for a hernia operation. Your anesthesiologist will supplement the local anesthetic with sedatives.
