Not likely: Generally I do feel that chiropractors are good at managing spine related issues. Some have more training in other joint issues but they can be hard to find. Your best bet is a good physical therapist. Be sure you have an accurate diagnosis by a musculoskeletal expert such as a physiatrist or orthopedist.

Depends on Cause: As with everything, it depends upon the cause. Doctors of Chiropractic are the go to specialists when dealing with physical problems effecting nerves, muscles and joints. It is important to have a comprehensive treatment plan including passive and active rehabiliation.
