Depends: What are you using to decide if muscles are fully developed ? If you are referring to weight lifting for a growing child, then you must be careful when and how and how much. The big risk is harming the supporting ligaments, tendons and bones, and affecting bone growth. Consult with your sports medicine md or orthopaedic md.
