Should be...: This is done usually to tighten the lower eyelid if it is too lax or retracted downward. It can also be done to raise the outer corner of the eye for cosmetic reasons. If you have a competent board certified surgeon with experience operating in a certified facility, it should be quite safe. It does have complications, though, just like any other operative procedure.

Yes it is safe: The outer corners of the lid are attached to the bone with structures that stretch over time. When performing cosmetic lid surgery the outer tissue can be lifted to support and reposition the lower lids. The surgery is safe in competent hands.
