Yes: It is safe, but most believe it best to wait till over 18 to have the surgery. Definitely wait till they stop growin. Also you must understand the risks of loss of nipple sensation and the ability to lactate is a possibility.

It depends: The risk of doing breast reduction surgery in addition to inability to breast feed, scarring and decreased nipple sensation is that if they haven't finished growing you could need to have the procedure repeated. I think this risk may be justified if the large breasts are ruining your social life and your ability to participate in normal (and once in a lifetime) school events.
