Yes: Depends on the location of bowel missing. Some parts of bowel are specialized re: absorption; others can cover for the rest. Some amount of recovery does occur.

Yes and No...: The bowel has to be at least enough to absorb nutrients or you develop short gut syndrome. After resection, the remaining bowel will compensate and absorb the nutrients, but like most anything, it can only do it up to a point. Less than 200 cm of remaining bowel risks short gut syndrome.
