Yes: It is quite normal for the skin to be hypersensitive after casting. If there is pain then the fracture may not be healed.

Very common: To be hypersensitive after cast removal. Desensitization exercises with progressively increasing pressure and stimuli may be performed by yourself or under supervision of a therapist.
