Frequent shampooing: Gently massage the baby's scalp with your fingers or a soft brush to loosen the scales. Shampoo more frequently (up to once a day), being sure to rinse out all the shampoo. After shampooing, gently brush the scalp with a soft brush or a terrycloth towel. There are baby shampoos developed especially for cradle cap that might be useful in stubborn cases. Or see a dermatologist.

Baby oil: Cradle cap is essentially baby dandruff. Most of the time you can ignore it and it'll resolve in a few months. If it's getting too bothersome, massage in baby oil a few times a week. You can also use a soft bristled brush to scrape some of the scale away. If the scale is too dense, a dandruff shampoo like Selsun Blue can be used 1-2 times a week, leave on x 20 min, then wash off.
