Both are bad: Docs used to think that a high number was normal with age, research found a higher risk for stroke with higher upper number than lower number if either number or both are high, there is risk for heart attack and stroke, and both need treatment. Risk starts to climb at 125/75, not 140/90. Blood pressure over 130/85 needs to be treated first with lifestyle changes, then medication if fails.
