Possibly.: It all depends on the severity of those problems. To a degree, it also depends on whether liberals or conservatives are in control of the legislature.

Hard to judge: People can have heart problems and psychiatric problems, but what is important here is the amount of interference their illness causes in their life, literally how much disability it causes. That is something she needs to discuss with her doctors--she needs to ask for their opinions.
