4-6 weeks: The answer may vary by surgeon and location of the hernia, but in most cases you should not do ab workouts for 4-6 weeks to allow time for healing and minimize the risk of hernia recurrence.

4-8 weeks: Most surgeons would like you to wait at least 4 weeks before starting abdominal wall stressing excersizes. Discuss this with you surgeon.
