Absolutely: Depends on what substance, the situation and the individual. Many people experience anxiety with marijuana intoxication and other substances which are disinhibiting and psychotomemetric.

No: I assume you are refering to intoxication with alcohol? Alcohol is actually a drug in the catagory of sedative/ hypnotic, a little calms you down while more puts you to sleep. So alcohol would not cause panic, it could help. In fact, many drink to steady their nerves and to diminish their anxiety. Finally, some are allergic to alcohol or certain types and are unable to drink at all.
