Can't see them!: Teeth are considered impacted if they are not erupted into the oral cavity. They can be in bone or just under the gingival tissue. The picture is a bony impaction.

Can't erupt: Impaction means that the tooth/teeth are 'caught' under the bone, usually because the tooth/teeth are on an angle and can't come up (erupt). Impactions can be partial (not severe) or full bony impaction (severe). The severity, as well as the anglulation and proximity to nerve canal will determine the difficulty of extraction.
