Ask ur dentist: Upon examination of a radiograph of that tooth, your dentist will explain to you if it is impacted or not.

Impacted: At your age, the tooth will never completely erupt into the mouth. Therefore it is at least partially impacted. Can cause problems with other teeth. See oral surgeon for options.
