Yes: The left side of the brain controlls the rt side of the body. The left side of brain has the speech/swallow center in it. So...It follows.

No: Dysphagia is not caused by hemiplegia, but people with hemiplegia may have dysphagia due to a stroke. Dysphagia can be a result of a stroke in either side of the brain.
