Is it possible to find any lactose free blood thinning medications?

Maybe: A person on blood thinners can ask his prescribing doctor to look for a tablet that does not contain lactose. Some medications contain lactose, while others do not. If no lactose-free tablets are available, the person can just take the lactose-containing medication with a lactaid lactase enzyme tablet, to digest the lactose from the medication.
